Canandaigua EUL Development Opportunity

VA has identified Building 14 (approximately 22,500 square feet) for a long term ground lease under its Enhanced-Use Leasing (EUL) authority. The underutilized asset is currently vacant and is illustrated on the map below.

Possible Development Opportunities

Based on preliminary studies, VA proposes that the reuse of the EUL site should be transitional housing, single room occupancy housing, and/or family reintegration housing.  VA expects the majority of such housing to serve eligible veterans and their families on a priority basis.  The successful private developer(s) will develop, operate, and maintain the facilities and provide cash or in-kind consideration to VA for the fair market value of the leased assets as determined by the Secretary.

Building 14 is currently nominated for historical status. According to the New York State Historical Preservation Office, the historical preservation will be limited to the exterior of the building and the main lobby.  All other portions of the building will be available for development.

Currently, utilities are generally provided as part of the VA’s internal system.  Any proposed development will need to include a plan to either connect utilities to the public system off campus, or meter services to the building for remuneration to VA.  Please note that there is no natural gas service currently provided to Building 14; however, natural gas connections are available nearby.

Also, included with Building 14 are approximately 1.9 acres of undeveloped land.  This land will be utilized for ancillary uses, such as parking and/or open space, conducive with VA stated mission and Building 14’s proposed uses.
