Dallas Mission Homeless Project Development Opportunity

As part of its Mission Driven Homeless Housing Initiative, VA has identified an undeveloped parcel (EUL Site) at the Dallas-Fort Worth National Cemetery (approximately 3.4 acres) for a long-term ground lease under its Enhanced-Use Leasing (EUL) authority.  The underutilized asset is currently vacant and is identified on page 28 of the Request for Proposals.

VA proposes that the reuse of the EUL Site should be transitional or permanent supportive housing for Veterans who are homeless or at imminent risk of homelessness.  The successful private developer(s) will develop, operate, and maintain the facilities and provide in-kind consideration to VA for the fair market value of the leased assets as determined by the Secretary.  VA expects the majority of such housing to serve Veterans on a priority basis.

The proposed EUL Site is separated from the Cemetery by a major highway, therefore development is not expected to interfere with the operations of the Cemetery.  The parcel is approximately 3.4 acres, includes no physical improvements and is not scheduled for future cemetery use. 

The proposed EUL Site is located at the intersection of two major roads, providing access to cars and large trucks.  The EUL Site does not include any utility infrastructure; however, the area surrounding the EUL Site contains adequate natural gas, electric, water and sewer capacity to support development.  Any proposed development will need to include a plan to connect utilities to public infrastructure.
