Lyons Mission Homeless Project Development Opportunity

As part of its Mission Driven Homeless Housing Initiative, VA has identified an undeveloped parcel and a vacant building on Lyons VAMC Campus (approximately 16 acres and 91,303 gsf) for a long term ground lease under its Enhanced-Use Leasing (EUL) authority.  The underutilized assets are currently vacant and are illustrated in the map on page 29 of the Request for Proposals.

VA proposes that the reuse of the EUL site should be transitional or permanent supportive housing for Veterans who are homeless or at imminent risk of homelessness.  The successful private developer(s) will develop, operate, and maintain the facilities and provide in-kind consideration to VA for the fair market value of the leased assets as determined by the Secretary.  VA expects the majority of such housing to serve Veterans on a priority basis.

The available building, Building 55, is a vacant domiciliary located near the northeast corner of Lyons campus.  The structure totals 91,303 square feet.  Because Building 55 is located on the interior of the Lyons Campus, Offerors will have the option to access the existing VA utility infrastructure.  For those utilities that VA provides, the selected developer will need to reimburse VA on an “at cost” basis.  Telecommunications infrastructure is not currently available at Building 55. 

The available parcel is approximately 16 acres of unimproved land located near the southwest corner of Lyons VAMC.  The land is not currently serviced by any utilities.  Because the parcel is located on the western perimeter of the Campus, extending municipal utilities from Valley Road may be possible.  If municipal utilities cannot be extended, the Offeror would need to extend existing VA infrastructure.
