As part of its Capital Asset Management Service (CAMS) Program, the Department of Veterans Affairs (VA) is seeking to more effectively assess and manage its real property assets. Many of VA’s medical campuses have underutilized property that may be converted to cash or in-kind services under its Enhanced-Use Lease (EUL) authority, allowing VA to build needed facilities to continue to deliver the highest quality of healthcare. VA Office of Asset Enterprise Management performed a comprehensive and systematic review of each of is real property assets and the Tuscaloosa VA Medical Center (TVAMC) was one of the sites selected as having potential for transitional or permanent housing to assist homeless Veterans and Veterans at risk for homelessness.

TVAMC provides primary care, long-term health care and mental health care services to eligible Veterans in the VA Southeast Network. The TVAMC provides access to secondary and tertiary care services. The TVAMC is located in West Alabama, where the facility is situated on a beautiful campus of 125 acres with 25 major buildings.

VA seeks to competitively select a private developer for the renovation of a vacant building (Bldg. 33) and/or the construction of a new facility on approximately 7 acres of underutilized land for homeless housing. Building 33 is a one-story building with a basement. The main level is approximately 25,000 SF with a 5,000 SF basement. In order to utilize Bldg. 33, the building would have to be renovated. The available acreage is currently vacant land. The end goal is to provide safe, secure, quality, affordable housing for homeless Veterans.

  • In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 26 permanent units of housing.
  • The RFP closed January 14, 2010.
