The VA Building Utilization Review and Repurposing (BURR) initiative has identified underutilized land at the VA Midwest Health Care System, Grand Island Campus in Grand Island, NE for a long-term ground lease. The campus consists of approximately 26 acres. The underutilized parcel of land is approximately 6 acres. Under the enhanced-use lease (EUL) proposal, this underutilized parcel will be repurposed as permanent affordable housing for senior-aged Veterans. The VA will solicit proposals to finance, develop, design, construct, and operate the proposed housing facility.
The potential EUL site contains the following parcel of underutilized land:
- one parcel of approximately 6 acres of undeveloped land located on the northern portion of the campus.
- The parcel is basically flat with a modest amount of trees.
- Utilities connection are within close proximity to the site.
- The site has no known environmental issues.

- In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 102 permanent units of housing.
- The Request for Proposals closed October 27, 2011.
- The Public Hearing was held on August 1, 2011.
