As part of its Capital Asset Management Service (CAMS) Program, the Department of Veterans Affairs (VA) is seeking to more effectively assess and manage its real property assets. Many of VA’s medical campuses have underutilized property that may be converted to cash or in-kind services under its Enhanced-Use Lease (EUL) authority, allowing VA to build needed facilities to continue to deliver the highest quality of healthcare. VA Office of Asset Enterprise Management performed a comprehensive and systematic review of each of is real property assets and the VA Roseburg Healthcare System was one of the sites selected by the Site Review Board for a site visit based on the results of a Phase I, initial Site Review Evaluation.

VA Roseburg Healthcare System consists of one Veterans Health Administration (VHA) facility located in Roseburg, OR, and three Community Based Outpatient Clinics (CBOC). The Roseburg campus consists of 200 acres and 32 buildings. VARHS offers primary care and hospital services in medicine, surgery and mental health for the 62,000 veterans who reside in Central and Southern Oregon and Northern California. VA Roseburg Healthcare System’s CBOCs are strategically located in Bandon, Brookings and Eugene, serving the counties of Douglas, Lane, Coos and Curry in Oregon, and Del Norte County in Northern California. An average of 690 employees served over 25,000 veterans in FY 06 with 282,734 primary and secondary outpatient visits, 21,790 Hospital Bed Days of Care and 17,240 Nursing Home Bed Days of Care.

VA seeks to competitively select a private developer to lease approximately 9.7 acres of vacant land. The parcel is bordered by a paved two way street to the East, Roseburg City Park to the West and the South Umpqua River and City Park to the South. The successful private EUL bidder(s) will provide VA with in-kind consideration that includes the development and operation of new supportive housing units with on-site supportive services for individuals and/or families. Such units and services will be provided to Veterans, who are homeless or at imminent risk of homelessness, on a priority basis.

News and Updates

  • In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 44 permanent and 10 transitional units of housing.
  • The RFP closed January 14, 2010.
  • The Public Hearing was held on June 30, 2009.
