The VA Building Utilization Review and Repurposing (BURR) initiative has identified three buildings and three parcels of vacant land for a long-term ground lease at the Chillicothe Campus of the VA Healthcare System of Ohio Network (VISN 10) in Chillicothe, Ohio.  VA is soliciting qualified developers to submit proposals to finance, design, develop, construct, equip, furnish and maintain a new permanent supportive housing project for homeless Veterans and Veterans at risk of homelessness and their families, on a priority basis.

The potential EUL site contains the following buildings and parcels of underutilized land:

  • Three buildings:  Building 2 (16,000 SF), Building 6 (16,000 SF), and Building 35 (96,000 SF).  (Note:  Building 35 will not be available until 2018.)
  • Three land parcels:  4 acre, 6.5 acre, and 7 acre parcels.

    The Chillicothe VA Medical Center provides mental health services, medical services, and a wide range of nursing home care services to the Veterans living in southeastern and south central Ohio.  The facility has a total of 297 beds which includes 35 medical beds, 25 Mental Health beds, 25 Psychosocial Residential Rehabilitative Program (PRRTP) beds, 50 Domiciliary beds, and 162 Community Living Center beds.  Specialized inpatient mental health programs include a Substance Abuse Treatment program and a Dual Diagnosis program.  An active ambulatory care setting, including several mental health clinics, an outpatient Post Traumatic Stress Disorder (PTSD) Clinic Team, and a number of specialized women Veterans clinics are also available.

  • In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 310 permanent and transitional units of housing.
  • The Request for Proposals closed November 1, 2011.
