The VA Building Utilization Review and Repurposing (BURR) initiative has identified underutilized land at the Portland, Oregon VAMC — Vancouver Campus in Northwest Network (VISN 20) in Vancouver, WA for a long-term ground lease. The VA Vancouver Campus is located in Vancouver, WA. The campus consists of approximately 50 acres (and 22 buildings). Under the enhanced-use lease (EUL) proposal, underutilized property will be repurposed as housing for homeless Veterans and their families.
The potential EUL site contains the following parcels of underutilized land:
- one parcel of approximately 1.35 to 2.0 acres of flat unimproved land at the north end of the campus. The site is bordered by Fourth Plain Blvd. on the north, Central Ave. on the east and A St. on the south.

- In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 42 permanent units of housing.
- The Request for Proposal closed October 20, 2011.
- The Public Hearing was held August 9, 2011.
