EUL Developer Selection Process FAQ

  1. Would VA consider conditionally selecting two Offerors (e.g., one for a building and one for a vacant land parcel at the same site)?

  2. Please clarify "fair consideration" in the lease. Does VA have a particular value in mind? How is "in-kind" consideration being defined and valued?

  3. May Offerors receive outside technical assistance when preparing their response to the Request for Proposal?

  4. How long after the proposals are submitted do you anticipate it will be before a proposal is selected?

  5. Will potential developers have the opportunity to tour the facilities or land before responding to the RFP?

  6. Will Service-Disabled, Veteran-Owned Small Businesses be given procurement preference during the developer selection process?

  7. Will the RFP include demographic information for each site?

  8. Will there be a generic RFP made available in advance of the actual solicitations?

  9. What type of information is VA looking for in the RFP?

  10. When responding to the RFP, are architectural plans or any other third- party involvement required?

1.  Would VA consider conditionally selecting two Offerors (e.g., one for a building and one for a vacant land parcel at the same site)?

VA will make this determination on a case-by-case basis.

2.  Please clarify "fair consideration" in the lease. Does VA have a particular value in mind? How is "in-kind" consideration being defined and valued?

VA envisions that the Enhanced-Use (EU) lessee will provide VA with in-kind consideration that includes the development and operation of permanent housing units for individual Veterans and/or Veteran families through renovation of existing structures or new construction.  VA further envisions that such units and services will be provided to Veterans on a priority basis.  VA does not presume a particular value for the consideration.

3.  May Offerors receive outside technical assistance when preparing their response to the Request for Proposal?

Yes, Offerors are allowed to receive technical support and assistance.

4.  How long after the proposals are submitted do you anticipate it will be before a proposal is selected?

The selection process will be 30-60 days.

5.  Will potential developers have the opportunity to tour the facilities or land before responding to the RFP?

Yes, there will be the opportunity to tour the available asset(s) at each site location.

6.  Will Service-Disabled, Veteran-Owned Small Businesses be given procurement preference during the developer selection process?

VA has not yet set the criteria for developer selection, but that is one criterion that VA will consider.

7.  Will the RFP include demographic information for each site?

VA expects to have some demographic information made available in the RFP.  VA has performed feasibility studies and will provide this information for each site, as appropriate.  However, VA expects Offerors to do their own due diligence to ascertain and validate demand for each site.

8.  Will there be a generic RFP made available in advance of the actual solicitations?

VA would prefer to make draft RFPs available online to solicit feedback from the community, but there may not be sufficient time to do so.  Please check the BURR website for updates.

9.  What type of information is VA looking for in the RFP?

VA has not set up all the criteria; however, some attributes that may be considered during the selection process include:  past performance, qualifications of personnel, financial wherewithal, benefits to and relationships within the community, and similar information.

10.  When responding to the RFP, are architectural plans or any other third- party involvement required?

A conceptual idea is needed when responding to the RFP.  With regard to architectural plans, that will be determined on a case-by-case basis.  Potential considerations from an architectural standpoint include community and local authorities’ requirements, as well as historical considerations.

11.  Is there a sample lease that might be available for review?

Yes, a sample lease will be made available.  A sample lease is typically made available with the RFP to give Offerors an idea of the terms and conditions VA considers during lease negotiations.
