Ms. Barbara Ward was appointed as the Director for the Center for Minority Veterans in August 2012. Prior to this appointment, the Governor of California appointed Ms. Ward to the position of Deputy Secretary of Women and Minority Veterans from 2007 through 2011 and as the Bureau Chief of Private Postsecondary and Vocational Education from 2005 through 2007. Ms. Ward also served as a member of the Women Veterans Advisory Committee for three years, and was co-chair of the health sub-committee.
As a native of Florida, she attended the Florida Agricultural and Mechanical University, School of Nursing where she obtained her Bachelor of Science Degree. In 1986, she obtained her Master’s Degree in Public Administration, Health Services Management from Golden Gate University, San Francisco. She is a registered nurse with a diverse background in health care administration and state government. Ms. Ward has held several executive level management positions including Regional Director of Field Case Management with Kemper Insurance Company; Vice President of Medical Services with Combined Benefits Insurance Company; Assistant Director of Professional Services with the University of California Davis Medical Center and Quality Assurance Coordinator at Mather Air Force Base Hospital.
Ms. Ward is a Viet Nam Era Veteran who served in the United States Air Force Nurse Corp at Scott Air Force Base, Illinois. She is a board member and Vice President of the Health Education Council in Sacramento, California and a member of the Alpha Kappa Alpha Sorority Incorporated. As a long term educator, she has been an adjunct faculty member at several universities, including Golden Gate University. Ms. Ward was recognized as the Business Woman of the Year by the Iota Phi Lambda Sorority in 2010, and has received special recognition and awards from AMVETS and American Legion for her service to Veterans. She is the former Second Vice President of the National Association of State Women Veteran Coordinators.
Earl S. Newsome III was assigned as the Deputy Director, Center for Minority Veterans in November 2006. He previously served as a Health System Specialist in the office of the Deputy Under Secretary for Health for Operations and Management (10N) for two years. Prior to that assignment, he served as Assistant to the Director at the Washington DC VA Medical Center, where he served for nine years. During his assignment at the Washington DC VA Medical Center, he also served as the facility Minority Veterans Program Coordinator during his entire tour.
He received a Baccalaureate Degree in Education from the University of Houston, and a Masters of Arts Degree in Human Resource Management from Pepperdine University. He is also a graduate of the U. S. Army Command and General Staff College. Mr. Newsome is also a graduate of the Leadership VA (LVA) Class of 2008, and a 2010 graduate of the Federal Executive Institute-Leadership for a Democratic Society Course (Class 359).
He served 20 years in the Army Medical Service Corps, and retired as a Lieutenant Colonel in February 1995. He served in various medical treatment facilities and staff assignments in the Continental United States (CONUS), Korea, and Germany, including, Executive Officer, Walter Reed Army Medical Center; Assistant Chief, Graduate Medical Education, Office of The Surgeon General (OTSG); Deputy Assistant Dean, Continuing Education, Uniformed Services University of the Health Sciences; Medical Planner, Office of the Assistant Secretary of Defense, Health Affairs (HA); Chief Personnel Plans and Mobilization Branch, OTSG, and Assistant Chief, Staff and Faculty Development Division, Army Medical Department (AMEDD) Center and School.
His military decorations include: the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (two oak leaf clusters), Joint Service Commendation Medal, Army Commendation Medal (two oak leaf clusters), Joint Service Achievement Medal, and the Army Achievement Medal. His other affiliations include Life Member, Disabled American Veterans; Life Member, Alpha Phi Alpha Fraternity Incorporated; the Federal Executive Institute Alumni Association, and the Order of Military Medical Merit. In his youth, he attained the rank of Eagle Scout.
Ms. Wright joined the Center for Minority Veterans as a Program Analyst on August 2015. She serves as the Program Manager for the Minority Veterans Program Coordinators (MVPC) and the Center’s Liaison for the African American Veteran’s community. As Program Manager, Ms. Wright manages approximately 300 MVPCs. The MVPCs are appointed by the Directors of their respective facility in each Administration (VHA, VBA, and NCA). Ms. Wright ensures that information is disseminated to the MVPCs regarding issues effecting the minority Veteran population, apprises them of the Center’s mission, and assists in resolving issues affecting our minority Veterans through adoption and implementation of policies and programs.
As Liaison for the African American Veteran’s community, she is constantly engaged in different events that promote cultural diversity. She also identifies issues that impact African American Veterans. Prior to her employment with the VA, Ms. Wright worked as a Veterans Employment Outreach Program Manager with the Department of State.
As a Veterans Employment Program Manager she served as an expert consultant on veterans employment issues. She was responsible for a full range of administrative and planning duties regarding the Veterans Employment Initiatives targeted to Veterans employment. She collaborated with Veterans service organizations, Transition Assistance Programs staff, career event planners, and social services organizations to increase outreach opportunities to Veterans seeking employment. She interfaced with the Veterans community by providing hands on services to assist Veterans seeking employment in identifying transferrable skills and assessing military occupational qualifications needed for mission critical occupations.
Ms. Wright is retired from the United States Army. She is also a veteran of the first Gulf War. She has received numerous medals to include Kuwait Liberation Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Southwest Asia Service Medal, Multinational Force and Observers Medal and the Air Assault badge.
Ms. Wright received a Master of Science Degree in Administration from Central Michigan University, a Bachelor of Science Degree in Business Management minoring in Human Resources Management from University of Maryland. She also completed a Human Resource Management Certificate from the University of Maryland University College.
Juanita J. Mullen joined the Center for Minority Veterans and Center for Women Veterans in October 2004. She serves as the American Indian Veterans Liaison for both centers. As Liaison for the American Indian Veteran’s community, she is constantly engaged in different events that promote cultural diversity. She also identifies issues that effect American Indian Veterans. She is a member of the Seneca Nation of Indians (Keeper of the Western Door), Cattaraugus Indian Reservation located in western New York.
Ms. Mullen retired from the Air Force in 2000, after 20 years of service. Half of her career was spent serving under Headquarters U.S. Air Forces Europe. She has received numerous medals to include the Air Force Achievement Medal, Air Force Commendation Medal, National Defense Service Medal, NATO Medal, and the Air Force Outstanding Unit Award. Upon retirement, she was hired by the Bureau of Indian Affairs in Washington D.C. She worked as a Self Determination Specialist in Contracts & Grants with the Eastern Regional Office, Education Specialist with the South Eastern States Agency (SESA), and as an Administrative Officer for Budget Management at the Department of Interior.
Ms. Mullen has a Master of Science Degree in Administration from Central Michigan University, a Bachelor of Science Degree in Management from University of Maryland, and an Associates Degree in Transportation from the Community College of the Air Force in Montgomery, Alabama.
Mr. Sagudan joined the Center for Minority Veterans as a Program Analyst in April 2007. He serves as the Center’s Veteran Liaison for the Asian American /Pacific Islander American Veterans’ community. As Liaison for the Asian American/Pacific Islander American veteran’s community, he is constantly engaged in different events that promote cultural diversity. He also identifies issues that effect Asian American/Pacific Islander American.
Before coming to the Department of Veterans Affairs, Mr. Sagudan worked for several healthcare organizations prior to joining the Center. These agencies include: Integrated Health Services, Inc., The American Red Cross, and HCIA-Sachs, and Kaiser Permanente Mid-Atlantic. Mr. Sagudan is the son of retired United States Navy Vietnam Veteran, the nephew of Philippines Scout, and grandson was a World War II Filipino Veteran. He has been an active member of several organizations in the Asian American/Pacific Islander community.
Mr. Sagudan has a Bachelors of Science degree in Health Science from Towson State University, and is working on his Graduate Certificate in Health Information Systems at George Mason University.
Mr. Campbell joined the Center for Minority Veterans (CMV) as a program Analyst in November 2009. He serves as the Center’s Veteran Liaison for the Hispanic American Veterans’ community. As Liaison for the Hispanic American Veteran’s community, he is constantly engaged in different events that promote cultural diversity. He also identifies issues that are unique and affect the Hispanic American Veteran community.
Prior to joining the Center, Mr. Campbell was a Health Insurance Specialist at the Centers for Medicare and Medicaid Services (CMS), U.S. Department of Health and Human Services. Mr. Campbell served as CMS&rsuqo; Veterans outreach coordinator, the National Medicare Education Program coordinator and co-coordinator for the Advisory Panel on Medicare Education. He was awarded the CMS Administrator&rsuqo;s Achievement Award for outstanding support during Medicare’s Part D first open enrollment campaign.
Mr. Campbell worked as a Staff Officer II in the Office of the Governor, Mississippi Division of Medicaid. In this capacity he assisted the Deputy Executive Director for Administration in developing general Medicaid policies and guidelines that had significant statewide impact. In addition, he served on active duty in the Army for nine years and is a Desert Storm Veteran.
Mr. Campbell earned his Bachelor of Science in Mass Communications at Jackson State University.
Guillermo Muguerza joined the VA and Center for Minority Veterans (CMV) as a Program Assistant in July 2014. Prior to joining the Center, he served on the Marine Corps Civil-Military Operations School (MCCMOS) staff in Marine Corps Base Quantico.
Mr. Muguerza has been serving in the United States Marine Corps reserve for over 6 years. He was activated and served as a civil affairs specialist, conducting civil-military operations in Helmand province, Afghanistan during Operation Enduring Freedom (OEF) in 2010. He has participated in joint operation exercises including New Horizons Peru and New Horizons Belize. He received an Associate’s degree in Electronics engineering from ITT Tech and received his Bachelor of Arts degree in Biblical studies from Lancaster Bible College. He is currently enrolled in Seminary pursuing a Master’s degree in Divinity.
His military decorations include: Sea Service Deployment Ribbon, Armed Forces Reserve Medal, Nato ISAF Afghanistan Medal, Global War on Terrorism Service Medal, Navy Unit Commendation, Afghanistan Campaign Medal, Selected Marine Corps Reserve Medal (2) and National Defense Service Medal.
