Financial Systems Division (FSD)

If your organization is considering a new IT project, you will find it beneficial to have an independent party conduct a quality assessment.  This ensures a high measure of confidence that quality assurance (QA) issues have been considered in the planning, execution and implementation of the final system product.  If this pertains to a VA financial system, regulations regarding specific policies and procedures are addressed in VA Directive 4900.

The Financial Systems Division (FSD) is staffed with Information Technology Specialists (Application Software Test Engineers) that perform or assist with IT project QA activities that include:

  • Review of system design and requirements specifications
  • Test plan development
  • Creation of test scripts
  • Test execution
  • Risk and issue tracking
  • Development team liaison
  • 'Bug fix' re-testing
  • Test reporting

Available system platform includes LAN-based desktop PC’s running Microsoft OS and Office products.  Staff performs Independent Verification & Validation certifications, testing and reviews for the VA’s IBM-based legacy financial application, the Financial Management System (FMS), and existing interface applications.  Members are also familiar with:

  • Oracle - database and federal financials application
  • DynaMed - automated inventory management, order requisition
        and distribution system for healthcare providers
  • Maximo - engineering work order and asset management system
