Office of Policy and Planning

About OPP

The Office of Policy and Planning serves as the principal advisor to VA leaders on all matters of policy and organizational strategy.  We serve Veterans by providing VA decision makers with the advice, counsel, and support necessary to fulfill the VA mission and to maximize Veteran satisfaction.  Specifically, OPP develops and reviews Departmental policy, analyzes Veteran trends and statistics, evaluates and manages VA transformation programs, guides VA’s strategic planning, and supports the Secretary’s vision to transform VA into a high-performing 21st century organization.

OPP was established in May 1991 to integrate policy expertise.  The duties of the Assistant Secretary for Policy and Planning are based in U.S. law, which instruct the Secretary of VA to assign an Assistant Secretary the “responsibility for the administration of such functions and duties as…planning, studies, and evaluations.”

OPP continues to fill these roles under Secretary Shinseki with an increased focus on transformation, innovation, and the promotion of accountability necessary for VA’s transformation into a high-performing 21st century organization.

Mission:  As the Principal advisor to the Secretary for Policy and Strategy, the Office of Policy and Planning leads Departmental efforts in matters of:

  • Strategy and strategic planning
  • Policy development and analysis
  • Governance
  • Transformation and innovation
  • VA/DoD Collaboration and Interagency Integration

In this capacity, OPP develops and coordinates Departmental policy, analyzes Veteran trends and statistics, leads the development of out-year resource allocation recommendations, oversees and evaluates major transformational initiatives, and facilitates collaborative efforts with senior DoD Leadership.  These responsibilities are performed by the five OPP offices.
