VA Emergency Management Strategic Health Care Group (EMSHG) field staff are aligned with the 10 FEMA regions. Each region is managed by an EMSHG Regional Emergency Manager. Within each region, Area Emergency Managers are located at VA medical centers designated as NDMS Federal Coordinating Centers (FCCs).  They have the responsibility for the development, implementation, maintenance and evaluation of the local NDMS program.  EMSHG's Area Emergency Managers (AEMs) are assigned to each VISN to support this effort and assist local VA management in fulfilling this responsibility.
