VHA Office of Emergency Management: Strategic Planning

In 2009, the Department of Veterans Affairs initiated a process to transform VA into a high-performing 21st century organization—one that adapts to new realities, leverages new technologies, and serves a new demography of Veterans with renewed commitment. 

This new organization will be built upon three guiding principles. We will be:

  1. People-centric
  2. Results-driven
  3. Forward-looking

VA will achieve this through an integrated strategy of strategic goals. One of those goals is for VA to raise readiness to provide services and protect people and assets continuously and in time of crisis.

As the Veterans Health Administration (VHA) program office for Comprehensive Emergency Management, the VHA Office of Emergency Management (VHA OEM) is committed to achieving this strategic goal. To this end, VHA OEM has developed and implemented a strategic plan that defines our mission and articulates how we plan to fulfill our mission through a series of strategic goals, objectives and strategies. While the strategic plan was designed as a five-year plan, the VHA OEM strategic plan will be reviewed annually and will inform the development of annual priorities and operational plans.
