Logistics & Communications

The VHA OEM Logistics & Communications Program ensures VHA has the communications capability, asset visibility, and resources needed for effective emergency response and recovery; and that VHA OEM staff have the communications tools, equipment, supplies, and service contracts to effectively implement the VHA CEMP (Comprehensive Emergency Management Program). Program components include:

Deployable Assets

The Logistics & Communications Program coordinates visibility of the available VHA asset inventory, matches available resources to needs through effective use of Resource Typing and specification under NIMS (National Incident Management System); delivers suitable resources as promptly as possible; and assures the readiness of available resources. Among the available resources are deployable response support vehicles and communications assets and other resources compiled within VHA’s Emergency Mobile Asset Inventory (EMAI)†, a restricted-access data system to maintain asset visibility throughout the VHA.

Information Systems

The VHA OEM field staff has unique IT needs because they must remain ready to immediately deploy and be fully operational at the scene of disaster support operations.  The Program works to define response IT readiness and coordinates these needs with VA’s Office of information Technology, Field Services.  During normal operations the Program supports effective use and integration of information systems, such as OEM’s internet, intranet, sharepoint†  sites, and other information systems.

Response Communications

The Logistics & Communications Program coordinates delivery of resilient, multimodal, and interoperable deployable field communications capability when and where needed in support of effective VHA disaster response and recovery, and also supports the integration of alert, notification, and accountability systems developed by VA Office of Human Resources Management: VA Personnel Accountability System (VA-PAS)* and VA Notification System (VANS) into the VHA disaster response capabilities.

Response Logistics Support

The Logistics & Communications Program manages the process of matching assets and services to fit the needs of VA disaster response operations, and delivering them when and where needed.
