The VA Building Utilization Review and Repurposing (BURR) initiative has identified one eighteen-acre land parcel for a long-term ground lease at the Castle Point Campus of the VA Hudson Valley Health Care System (VAMC) in Castle Point, New York. The Castle Point Campus of the VA Hudson Valley Health Care System consists of approximately 119 acres, 32 major buildings, and some smaller auxiliary support buildings. VA is soliciting qualified developers to submit proposals to finance, design, develop, construct, equip, furnish and maintain the targeted underutilized land on the Castle Point Campus, and develop independent senior housing and other housing for senior Veterans at risk of homelessness, on a priority basis.
The potential EUL site contains the following parcel of underutilized land:
- One parcel: 18-acre parcel (located near the northwest corner of the VAMC)

The VA Hudson Valley Health Care System includes the FDR Campus in Montrose, Westchester County, the Castle Point Campus in Dutchess County and several community based clinics. Dedicated to providing a wide range of services to the veterans of the Hudson Valley, the HVHS offers medical, outpatient surgical, psychiatric, substance abuse treatment and extended care. Specialty programs include Community Care, Post Traumatic Stress Disorder, Respite Care Program, Sexual Trauma Counseling, Supportive Housing, Vocational Testing and Career Counseling, Women’s Health, Optometry, Podiatry, Social Work, Rehabilitation Medicine, and Spinal Cord Injury. The Castle Point Campus, located on the banks of the Hudson River just 65 miles north of New York City, is a primary and secondary health care facility, delivering modern, progressive health care services to veterans of the Hudson Valley. A wide range of medical services, intermediate medicine, rehabilitation medicine, and outpatient spinal cord injury care are provided at this facility.
