The VA Building Utilization Review and Repurposing Initiative (BURR) has identified approximately five (5) acres of vacant land at the VA Newington Campus of the VA Connecticut Health Care System (VACHS) in Newington, Connecticut for a long term ground lease.  VA is soliciting qualified developers to submit proposals to finance, design, develop, construct, equip, furnish and maintain a new Assisted Living and/or Community Living Center (Housing) Residences/Facility, for at risk Veterans, with priority placement for Veterans and their families.

The mission of the VACHCS is to honor America’s Veterans by providing exceptional health care that improves their health and well-being.  The VACHCS, serving an area of more than 333,000 Veterans in Connecticut and southern New England, is one of the eight members of the VA New England Healthcare System (VISN 1).  VA Connecticut is committed to providing Veterans the highest quality of health care and is comprised of two campuses located in West Haven and Newington, as well as six VA Outpatient Clinics in Danbury, New London, Stamford, Waterbury, Winsted and Windham.

The Newington Campus is an Ambulatory care center that provides primary and specialty care.  The 49 acre Newington Campus consists of 506,996 square feet of building space constructed between 1930 and 1997.  The campus is located approximately one mile north of Newington’s downtown district, approximately six miles from downtown Hartford, Connecticut.  The campus is bordered by Alumni Road to the north, a residential neighborhood to the south, and a high school to the east and west.  The Newington Campus is accessed from a two-lane road, Veterans Drive, off of Willard Avenue, a main thoroughfare.  Connecticut Transit provides limited daily bus service to the Campus.  However, VA operates a shuttle service between West Haven and Newington Campuses.

  • In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with agreements with two third-party providers to provide 74 permanent units of housing and 100 assisted living/extended care units of housing.
  • The Request for Proposals closed October 6, 2011.
