The VA Building Utilization Review and Repurposing (BURR) initiative has identified four (4) vacant buildings for a long-term ground lease at the Jonathan M. Wainwright Memorial VA Medical Center (VAMC) in Walla Walla, WA. VA is soliciting qualified developers to submit proposals to finance, design, construct, equip, furnish, manage, operate and maintain a permanent supportive housing project for homeless Veterans and Veterans at risk of homelessness. Under the Enhanced-Use Lease (EUL) proposal, underutilized property will be repurposed as housing for homeless Veterans and their families.
The potential EUL site contains the following vacant buildings that were built in 1858:
- Duplex Quarter #2: 5,000 square feet
- Duplex Quarter #3: 4,850 square feet
- Duplex Quarter #4: 4,850 square feet
- Duplex Quarter #5: 5,116 square feet
The Jonathan M. Wainwright Memorial VA Medical Center is located on an 88-acre campus, with about 50 structures on the site of a historic cavalry fort, Fort Walla Walla. The site was listed on the National List of Historic Places in 1974, and includes 15 buildings (including the four quarters) listed on the historical register. The Walla Walla VAMC is offering the reuse of four (4) buildings that are underutilized.
The Walla Walla VAMC includes acute care/observation beds, inpatient psychiatry beds, nursing home beds, domiciliary beds, and other mental health beds in the Psychiatry and Substance Abuse Residential Rehabilitation Treatment Program (PRRTP). There are no longer any inpatient surgery beds at the Walla Walla facility, and urgent surgical care is purchased from local community providers, Walla Walla General Hospital and St. Mary’s Hospital, or referred to the Seattle or Portland VAMCs, both of which are tertiary treatment centers. Ambulatory services available at the Walla Walla campus include medicine, non-surgical and surgical subspecialties, mental health, physical medicine, and rehabilitation. Outpatient mental health programs include day treatment, homeless counseling, and work therapy.

- In an ongoing effort to eliminate homelessness among Veterans and their families, VA is proceeding with an agreement with a third-party provider to provide 40 permanent units of housing.
- The Request for Proposals closed November 9, 2011.
