Capital Asset Realignment for Enhanced Services (CARES)

In May 2004 the Department of Veterans Affairs (VA) started its Capital Asset Realignment for Enhanced Services (CARES) Initiative reviewing the potential consolidation of services between the Montrose and Castle Point VA Medical Centers. The VA CARES decision initiated reuse / redevelopment plans by selecting Business Plan Option 4 (BPO 4) for implementation in November 2007. This footprint will consist of 12 acres which will include a new residential treatment and an ambulatory care facility. Remaining functions will be relocated to the Castle Point campus.

As stated in the Secretary's press release  dated October 18, 2007:

"The Business Option Selected (BPO 4)…maintains the residential treatment program and builds a multi-specialty state-of-the-art ambulatory care facility at the Montrose campus and a complete modernization of the Castle Point Campus.

"…the Department will use VA's (EUL) program to seek potential reuses for unused and vacated land and buildings on both campuses, such as senior housing, that will provide benefits to veterans….
