As the Chief Financial Officer of the Veterans Health Administration, Ms. Duke is responsible for the formulation and submission of the VHA portion of the annual President’s Budget and the allocation of funds to VHA Networks, Stations, and Program Offices. Ms. Duke is also responsible for all VHA financial management and accounting operations, including the Department-wide Managerial Cost Accounting System and Decision Support System.

Ms. Duke previously served as the Deputy Assistant Secretary for Budget at VA. In this role, Ms. Duke was responsible for managing and directing all Department-level budget activities. These activities include the formulation, presentation, and justification of the VA President’s Budget and the oversight of budget execution for all VA programs, including VHA and over $100 billion for Veterans’ benefits programs.

As a senior Program Examiner in the Veterans Affairs and Defense Health Branch of the Office of Management and Budget, Ms. Duke worked extensively with White House officials and with program and budget staff at VA to coordinate budget activities and ensure responsible management of a variety of programs and benefits for Veterans, with particular focus on VA’s capital programs, the National Cemetery Administration, and the GI Bill and other readjustment benefits.

During temporary detail assignments, Ms. Duke helped stand up the National Background Investigation Bureau at the Office of Personnel Management and implemented a mission support consolidation pilot at US Customs and Border Protection. Prior to her Federal career, Ms. Duke taught secondary social studies in the Houston area. She earned a Master of Public Policy from Duke University and a Bachelor of Arts from Rice University. Ms. Duke lives in Washington, DC, with her husband and two daughters.
