MD-715 Software
DM&EEO has nearly completed an automated diversity data system compliant with EEOC MD-715. Part J, the facility self-assessment, and 6 of the 12 tables required by EEOC have already been programmed, and all the tables are anticipated to be completed shortly. The 2000 Census data and the crosswalk to the new nine occupation categories are included. There are many other reports for workforce analysis and succession planning that are useful for analytic purposes. These are described at http://www.va.gov/dmeeo/workforce/index.htm. All of this capability is available on one CD-ROM. This software does not yet support applicant flow data, but is designed to support that feature when it becomes available.
This software is free to any agency but, in order to run the application, the following are required:
- Specific modules of Statistical Analysis Software (SAS) that are listed, but not included, on the CD
- Monthly extracts of personnel data
- Access to an intranet site (with support)
- Either a well-equipped PC or a server (with support)
It is also helpful to have a SAS programmer to assist in the initial deployment of the software. SAS programs are used by many agencies, so most organizations will already have most of what is needed to run DM&EEO's diversity software.
This system can run on a stand-alone PC if personnel extracts are accessible, but it would be more efficient to run the software where payroll is processed. If payroll personnel will assist in the initial deployment, they will be able to provide the necessary data to other agencies served by that payroll office. This would be cost effective and less time consuming than having to develop individualized applications for each agency.
Since this system operates on VA's intranet, it can only be viewed at a VA facility. EEO Managers or IT Specialists who wish to see a working demonstration can contact Mike Dole . This demonstration facility is located near McPherson Square in Washington , DC . It only takes a minute or two to learn how to generate reports, but it will take longer to see all the numerous features and various outputs. For those organizations not located in the DC area, contact the EEO Manager at any nearby VA facility . Arrangements can be made to have a demonstration via teleconference.
DM&EEO hopes that by sharing this software other agencies can effectively focus their efforts on the program aspects of MD-715 rather than the computational and technical aspects.
