José Marrero is the National Program Manager on the Outreach and Special Initiatives team.  He is currently assigned as the National Program Manager for the Community Prosperity Partnership (CPP) and is responsible for the design, development, and implementation of the program.  He recently completed a 2-year Intergovernmental Personnel Act Mobility Program, working as the Directors of Intergovernmental Affairs and Human Capital Initiatives at the National Association of Hispanics Federal Executives.  

José served as a lead program analyst for VA’s Rehabilitation R&D Unit (Rehab R&DU), including serving as the Acting Director for Rehab R&DU.  As the lead analyst his responsibilities included oversight for the technology transfer functions, commercial production viability, and distribution of devices, techniques, and programs designed to serve the needs of the disabled veteran community.

Prior to VA employment, Mr. Marrero served 18 years with the National Weather Service(NWS) as a meteorologist and hydrologist dealing with mitigating manmade and natural disasters, serving as technical advisor as key advisor to the President of the United States supporting  Presidential Disaster Declarations and NWS managing the Hispanic Special Emphasis Program.

Mr. Marrero proudly served in the U.S. Army, including a tour of duty in the Republic of Vietnam (1968 -1969).  He also is active in the Hispanic community and serves as the Vice President of the International Association of Latino Public Administration Executives Inc. a non-profit corporation in the State of Virginia.
