Arlyce S. Dubbin
Chief, Program Resource Service
Arlyce is the Chief, Program Resource Service. Her office executes the planning, formulation, presentation and tracking of the VA major construction and real property lease/construction budget submission.
The office develops and executes budgets and financial plans based on effective controls and realistic projections. They formulate and monitor funding levels for administrative budget operating funds to achieve operating goals. The office coordinates and manages executive correspondence review and control for the CFMO. They coordinate and issue procedures and changes affecting the preparation and processing of correspondence. Oversee and coordinate the completion of GAO and IG reports. The service maintains CFM’s Continuity of Operations (COOP) plan and coordinates the annual CFM COOP meeting.
The office provides support for administrative services to include: travel management, coordination of CFM’s responses to employee suggestions, FOIA and Privacy Act requests, organizational charts, guidelines, and handbooks.
Arlyce started her VA career at the Tampa, VAMC in Supply Processing & Distribution. She then transferred to the Minneapolis, VAMC as a Supply Management Trainee. After training she was selected by the Columbia, SC, VAMC as their Chief Purchase & Contract.
Other Central Office positions include; Executive Assistant to the then, Assistant Secretary for Acquisitions & Facilities; Director, Acquisition Operations and Analysis Service; Director, Acquisition Analysis Service; the Logistics Lead for VA’s CoreFLS project; and, most recently, the Deputy Director in VBA’s Office of Facilities, Access & Administration.
Arlyce is a veteran of the United States Marine Corps. She is an LVA alum, she completed the Federal Executive Institute program for Leadership in a Democratic Society, and she has a Masters of Health Services Administration degree from George Washington University.
She enjoys sailing, motorcycle and scooter riding, traveling, reading and golf.
