Sat P. Gupta
Chief, Consulting Support Service
Sat P. Gupta serves as the Chief for the Consulting Support Service in the Office of Construction & Facilities Management CFM. In this capacity, he leads teams of various engineering and architectural experts in the resolution of unique and paramount facility problems (automatic transport systems, boiler plant, electrical, mechanical, plumbing, and structural/seimic systems). His office is responsible for consulting support in the areas of a full range of professional architectural and engineering services, facility condition assessments, space and functional relationship planning studies, claims analysis, project scheduling, and conducts training in these areas throughout the Department. This service is also provides immediate response teams to respond to natural disaster/emergencies to assess critical life safety problems and document damages and plans to correct any damages that occurred. Consulting Support Service aids the office of the General Counsel by providing technical experts to conduct investigations, studies, and expert testimony.
Prior to his current position, Mr. Gupta served as the chief of Heating, Ventilating and Air Conditioning (HVAC) Division in Central Office from 1981 to 1993 and transferred to the newely created Consulting Support Service as a Senior Consultant in January 1994. As a division chief, Mr. Gupta was responsible for review, approval and construction services of several replacement hospitals, total cost ranged upto $800 million.
Mr. Gupta Joined VA in March, 1974 in the Mechanical Engineering Service as an experienced engineer while working in the private industry. He developed innovative energy conservation Dental Bench for dental labs and an improved air distribution system (Air Curtain) for operating rooms, both used VA-wide. He developed a prototype HVAC design for Nursing Home Care Units and for Laundries.
Before joining VA, Mr. Gupta worked as the project engineer with DeLeuw Cather where he designed the HVAC and central chiller plants for the first three Metro underground stations for Washington Metro Area Transit Authority. He also is the author of the METRO mechanical specifications in Construction Standard Institute (CSI) format. While working for Syska and Henessy, he designed Hospital, church and office buildings of L'Enfant Plaza in DC.
Mr. Gupta was born and raised in India. He received his Bachelor of Science degree in Mechanical Engineering from Howard University in 1964 and is registered Professional Engineer. He attended George Washington and Georgetown Universities for various management courses and completed his Executive Management Training at Executive Seminar Center.
Mr. Gupta is a member of the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) and Technical Committee on Large Building Air Conditioning applications and Health Care committee.
