Director, Service Delivery Office
Robert L. Neary, Jr. currently serves as the Director, Service Delivery Office, Office of Construction & Facilities Management. In this capacity, he directs a multi-disciplined professional staff which possesses the knowledge and experience to respond rapidly to Veterans Health Administration, National Cemetery Administration, and Veterans Benefits Administration requests for assistance on a broad range of design and construction problems from details to Facility Condition Assessments for entire networks. He is responsible for design and construction for VA's major construction program, which has a $4.5 billion inventory of active projects. These duties include managing the negotiating, awarding, and administering of design, construction, and other related contracts, as well as reviewing design and supervising construction on-site across the country. He provides support in project scheduling, claims analysis, and risk management. He is also responsible for the acquisition, management, and disposal of realty assets for the VA nationwide.
From January 2005 to December 2006, Mr. Neary served as Acting Director, Office of Facilities Management and from December 2006 until July 2007 as Executive-in-Charge, Office of Construction & Facilities Management. Previously, Mr. Neary directed the Strategic Management Office and was responsible for development of policies and guidance to promote quality facilities that bring the greatest value in fulfilling VA's mission. His office was charged with promoting the development and use of capital asset management principles including VA's public/private partnership program for enhanced-use leasing. Mr. Neary was the Deputy Facilities Management Officer, Office of Facilities Management from March 1993 through January 1999. In that capacity, Mr. Neary served as the principal advisor to the Chief Facilities Management Officer for the major construction program and project management; system-wide architectural and engineering design policy and consultation; environmental programs and real property and land acquisition programs including enhanced use leasing. Mr. Neary directed the day-to-day operations of the Office of Construction and Facilities Management. He served as the Acting Associate Chief Medical Director for Construction Management from October 1992 until March 1993. Previously, Mr. Neary served as the Associate Deputy Assistant Secretary for Facilities and Deputy Director of the Office of Facilities from December 1990 until October 1992. This office was an independent office of the Department of Veterans Affairs that carried out all of the present activities of the Office of Facilities Management as well as facility planning and plant engineering and maintenance for the Department. Mr. Neary joined the Department of Veterans Affairs in 1970 and through 1990, served in positions of increasing responsibility in the Department's facilities programs.
Born in Emmetsburg, Iowa in 1948, Mr. Neary earned a Bachelor of Arts degree in Political Science from the University of Iowa and has done graduate work at George Washington University. He received the Presidential Rank Award of Meritorious Executive in 1995. Mr. Neary is involved in various community and civic activities in the Washington, D.C. area. He is also a member of the Senior Executives Association and Treasurer of the Association's VA Chapter.
