Rose K. Quicker
Director, Resource Management Office
Rose Quicker was appointed Director, Resource Management Office in October 2006 after serving as Director, Program Resource Service since April 2006. She is responsible for a broad range of administrative support functions in support of the over 200 Central Office and field Office of Construction and Facilities Management employees, including human resources management, budgets and financial plans, contract administration for design and construction services for major construction projects, operations support, quality management, management of GAO and Inspector General reports, FOIA, executive correspondence, and other administrative functions.
Ms. Quicker started her career with the VA in 1979 with the Office of Construction. She assumed increasingly more responsible positions in the organization, primarily in budget related positions. In 1989, she went to work for the Office of Inspector General at the Department of Health and Human Services (HHS) as the Chief of the Financial Management Section, where she was responsible for formulation and execution of the HHS IG annual budget submissions, Annual Work Plan, and the Semiannual Reports to Congress. She returned to the Office of Facilities in 1991 as the Director, Management and Policy Service. In 1998, she became the Executive Assistant to VHA's Medical Inspector.
Prior to her return to the Office of Construction and Facilities Management, Ms. Quicker was the Director, Resource Sharing Office, from November 2000 through March 2006. Her office was responsible for contracts issued under the VA/DoD Sharing authority, and prior to September 2005, the Enhanced Sharing authority. She was detailed part time to the President's Task Force to Improve Health Care Delivery for Our Nation's Veterans from October 2001 through May 2003.
Ms. Quicker received her degree in accounting from the George Washington University and passed the CPA examination in the State of Maryland. She is a 1993 graduate of the Leadership VA program and a graduate of the 2005 Health Care Leadership Institute.
