Robert T. Smoot

Acting Chief, Cost Estimating and A/E Evaluation Service

Photo of Robert T. SmootAs a result of the creation of CFM in early 2007, Mr. Smoot assumed the role of the Acting Chief, Cost Estimating and A/E Evaluation Service. Previously, he was the Acting Director of A/E Evaluation and Program Support and managed the selection of all technical consultants nationwide for VA’s Major Projects and Technical Studies since 1997. Prior positions have included Acting Director of Cost Engineering and Program Support Service in 1995, and, the Acting Director of Cost Estimating Service in 1991. He has also supported preparation of the Department’s Major Construction Budget since FY 1991. In addition, he has been involved in many aspects of VA’s Leasing and Enhanced Use Leasing programs, and multiple State Grant Programs to individual states, including Nursing Home, Homeless, and Cemetery Grants. His office also prepares VA’s annual Value Engineering Report to OMB.

From the earlier 1970s to 1981, Mr. Smoot was involved in commercial, institutional and heavy construction with a number of companies including George Hyman ( Clark) Construction, Perini Construction, HRW Systems, and Affiliated Contractors. The projects ranged from VAMC Richmond – Phase I, Replacement Medical Center, multiple subway stations in Washington, DC and Atlanta, to Atlanta Hartsfield International Airport, Washington, DC and Atlanta jails, Canadian and Russian Embassies, and many downtown office buildings at various locations along the eastern seaboard. Activities included field engineering on high rise buildings, foreman to chief engineer of a pre-cast concrete plant, concrete engineer/designer/scheduler, and area superintendent for heavy construction, to assistant project manager for two WMATA stations with 3 miles of track work and 4 bridges.

Outside his work at VA, Mr. Smoot is active in senior leadership roles in several outside business ventures including serving as Chairman, Millennium Bankshares Corporation, and Managing Member, C-Squared Management and Development LLC.

Mr. Smoot received his Bachelors in Engineering and TN EIT from Vanderbilt University.
