George Szwarcman has been appointed Chief, Real Property Service in the Office of Construction & Facilities Management in October 2005. Real Property Service is the entity responsible for the acquisition and management of VA's real property needs throughout the United States. This includes acquisition, administration and disposal of leasehold interests; acquisition and disposal of land and buildings; acquisition and disposal of easements, rights of way, licenses and permits; and management and administration of VA's residential quarters and parking programs.

Mr. Szwarcman came to VA in 1989 from private industry. Prior to coming to VA, he was an associate attorney with the law firm of Conroy, Fitzgerald, Ballman and Dameron P.A. in Gaithersburg, Maryland, where he specialized in Contract and Real Estate law. Some of the major clients he represented included NV Homes, Ryan Homes and NVR Financial Services. His initial assignment at VA was with the Office of Real Estate as a Realty Specialist and Legal Advisor. He was soon promoted to Chief, Western Region and subsequently to Director/ Team Leader, Land Management Service.

Mr. Szwarcman received a Bachelor of Arts degree in Government Politics from the University of Maryland in 1983, and a Juris Doctor degree from the University of Maryland School of law in 1986. He is licensed to practice law in the State of Maryland and is eligible to do so in the District of Columbia. He has been a member of the American, Maryland, and Montgomery County, Maryland Bar Associations. Mr. Szwarcman is also a 1998 graduate of the Leadership VA program.
