Facility Condition Assessments - Summary Recommendations

These summary recommendations are provided to assist the VISN in their upcoming planning exercises and identify the most emergent needs found at each VAMC during the FCA.

VAMC #1
Assessment Type Recommendations
Architectural Provide private bathrooms at all Nursing Units & upgrade public toilets for accessibility in Bldgs 1, 13 & 14.
Upgrade finishes on 1st floor Bldg 1 OPC. Replace all short vinyl base, refinish most wood doors, upgrade 50% of hardware & provide wall protection & corner guards in service areas of Bldg 1.
Replace old washer/sterilizer in SPD, 2 washers in Laundry & 6 Dental chairs. Upgrade vanity counters, rework exterior planter waterproofing & replace vinyl tile floor at NHCU.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts & LED exits
Install egress & exit lighting in bldgs which have none. Battery operated in bldgs without emergency power.
Refurbish or replace high voltage circuit breakers in walk-in switchgear. Install additional lighting in Basement of Bldg 32.
Mechanical Replace HVAC systems in Bldg 1 with return air & heat recovery systems to save energy & to comply with VA standards.
Plan to replace R-11 chillers in next 5 years.
Replace all 3 cooling towers.
Replace medium pressure steam condensate system along with leaking piping.
Site Parking is deficient.
Provide additional off-site directional signs.
Structural Approximately 50% of bldgs do not meet the latest seismic code requirements.

Assessment Type Recommendations
Architectural Replace/repair stucco, provide moisture barrier & replace 1st floor vinyl floor tile, & refurbish automatic patio doors at NHCU.
Upgrade public restrooms in Bldgs 62 Main Hospital, 64 Dietetics/Canteen, 74 Admin & T-16 Shops.
Replace flat roofs on Bldgs 62 Main Hospital, 64 Dietetics/Canteen & 65 Eng/Whse/Shops.
Repair roofs on Bldg 63 Old Incinerator & 90 NHCU.
Seal inside of most windows in Bldg 62 Main Hospital & repair skylight leaks in Bldg 88 Admin.
Replace 6 pieces of Dietetics equipment, 50 l.f. of casework in Lab & 60 l.f. of casework in Dental Lab.
Provide wall protection in Bldg 62, improve drainage & finishes in connecting corridor & replace flooring in Dietetics kitchen & Canteen.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts.
Replace branch circuit wiring in Bldgs 6, 64 & 65.
Inspect & repair lightning protection system on Bldg 90 NHCU.
Replace older panels in Bldgs 6, 62, 64, 65 & 69.
Install fire alarm in Bldg 74.
Mechanical In Bldg 62, replace 3 roof top units along with air cooled condensers that serve entire 5th floor and several patient rooms. Replace AHU for SPD. Replace undersized Pharmacy unit. Extend DDC controls to all bldgs & mechanical components & interface with existing controls.
Also in Bldg 62, provide isolation valves in domestic hot & cold water lines.
In Bldg 64, provide air conditioning in Kitchen.
Site Provide additional off-site directional signs.
Minor storm water runoff to adjacent property.
Water supply line is old & exceeds expected life.
Steam Replace pumped steam condensate line from Boiler Plant to 1st manhole.
Structural Approximately 20% of bldgs do not meet the latest seismic code requirements.
Investigate cracks above Pump room roll-up door in Bldg 6 Boiler Plant & in Bldg 65 Warehouse floor.
Transport Upgrade/replace 2 mid-rise elevators.

Assessment Type Recommendations
Architectural Upgrade signage in Bldgs 6, 12/13/14, AB-1, AB-2, AB-3, R-1 & R-4.
Seal gaps in courtyard window mullions & provide additional shading on sunny side Bldg 19 OPC.
Enlarge 1st floor public restrooms, replace carpet at ENT & Audiology & provide handrails & bumper guards in Bldg 19 OPC. Also relieve chronic storage problem in Radiology & Pharmacy.
Replace roofs on Bldgs AB-7 Admin & R-4 Research.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts & LED exits.
Install battery operated egress & exit lighting in bldgs without emergency power.
Several Pyrotronics fire alarm panels are near end of useful life & should be replaced.
Replace all panels in modular bldgs that are 1972 vintage.
Mechanical In Bldg 19, replace 6 air handling units & 2 chillers which are deteriorated & short of capacity.
Replace return air with hard ducts to comply with criteria.
Recommend hiring a consulting engineer to design HVAC per VA criteria & latest industry standards.
Replace Surgical air handling unit & dedicated air cooled chiller.
Provide isolation valves in domestic water lines to facilitate maintenance.
Site Provide additional off-site directional signs.
Majority of handicapped parking spaces adjacent to OPC are not fully accessible.
Minor erosion control issue from construction.
Provide bus shelter in front of Bldg 19 OPC.
Structural Approximately 10% of buildings do not meet the latest seismic code requirements.

Assessment Type Recommendations
Architectural Upgrade signage on Bldgs 720 Eye/Admin, 728 Educ/Gym & 807 National Guard. Upgrade finishes in Bldgs 805 Admin & 806 Admin. Upgrade ceilings in Bldgs 728 & 807.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts & LED exits.
Install battery operated egress & exit lighting in bldgs without emergency power.
Install main disconnect for the service disconnect in Bldg 802.
Provide minimum fire alarm systems for Bldgs 805, 806 & 807.
Mechanical In Bldg 728 Service Center, replace entire 30 year old HVAC systems & extend DDC controls to Bldgs 725 & 726 & to new hospital Bldg 650.
Site Provide additional off-site directional signs.
Controls at lift pump need replacement.

Architectural Public restrooms are too small & lack accessibilty features. Audiology booth is not accessibile.
Older radiology equipment will need upgrade soon.
Change all door hardware cores & handles. Correct wind tunnel effect at main entrance
Repair last skylight window & provide a more permanent solution for taped cap flashing.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts.
Replace exit lights with battery LED type.
Install 225 kW generator & distribution for emergency power in Bldg 98.
Install 25 additional panels where panels have no spare breakers in Bldg 98.
Replace all speakers in Bldg 98.
Mechanical Provide 12 air changes in Isolation rooms & separate exhausts.
Provide force flow heaters in Vestibule to cut down on air infiltration.
Replace Evapco cooling tower.

Reseal asphalt concrete cracks.

Electrical Replace original MDP which is beyond its useful life.
Replace exterior incandescent lights with energy efficient type.
Mechanical Provide new ventilation and return air system with ducts & fans. Refrigeration cooling may not be required due to natural favorable weather conditions.

Architectural Upgrade finishes in Bldg 331 NHCU.
Replace roof on Bldg 332 CWT.
Repair/replace problematic automatic doors at Bldg 334 Center Core, main entrance.
Repair patio concrete, both courts Bldg 323 & 324 & replace AT ceilings inside.
Demolish Bldgs 8 Vacant storage, 9 Paint Shop, 301 Haven/Research & T-45 Shops.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts & LED exits.
Replace 150 Amp main distribution panel in Bldg 301.
Replace all obsolete branch circuit panels in Boiler room & also in electrical closets along with all new wiring in Bldg 324.
Upgrade obsolete 1200 & 400 Amp main distribution panels & some branch circuit panels in Bldg 329.
Preventive maintenance of all primary transformers on site & most primary/secondary distribution panels in bldgs is recommended.
Mechanical Hire a consultant to determine the economic feasibility of a central chilled water plant.
Provide cooling in Bldg 323 & 329 Kitchen.
Replace AHU in Bldg 324, Mental Health area.
Site Provide additional off-site directional signs.
Parking lots need considerable resealing to preserve.
Steam In DARU area, repipe high pressure drip trap returns to pumped return & abandon failing drip return line.
Structural Approximately 85% of the bldgs do not meet the latest seismic code requirements.

Assessment Type Recommendations
Architectural Add grab bars to 3 public restrooms. Paint 3 sets of exterior double doors.
Improve front of Pharmacy for security & wheelchair accessibility.
Some areas need minor realignment to reflect use & improve function.
Mechanical Replace 5 roof top units in the next 3 years. Current units do not meet HVAC standards.
Provide back up HVAC for telephone equipment room.

Assessment Type Recommendations
Architectural Provide private/shared bathrooms at Mental Health Nursing Units 3B in Bldg 4 & 3B & 4B in Bldg 5.
Refinish interiors in Bldgs 4, 5, & 43 Old Laundry. Replace windows in Bldg 4.
Rework front entry slope & provide accessible public restrooms at Bldg 5.
At Bldg 7, provide automatic door openers to majority of SCI patient bathrooms (if Medically appropriate). Also provide auto openers at doors to courtyards.
Also at Bldg 7 SCI, replace wall covering, 5,000 sq. ft. of ceiling & replace/ repair concrete patios.
Replace majority of AT ceiling with solid ceiling & refinish 1/3 of epoxy flooring at Bldg 54 ARF.
Replace roofs on Bldgs 23 Gym & 41 Eng Shops.
Electrical Upgrade all lighting with T8 lamps & electronic ballasts & LED exits.
Replace Executone, 1 Care Com/nurse call system in poor condition in Bldg 48.
Upgrade fire alarm devices in Bldg MB-4.
Mechanical Provide central chilled water plant by expanding the existing plant if possible. Hire a consultant to provide more detailed recommendations. Chilled water storage may be a possibility.
Extend DDC controls to all active bldgs from the existing chilled water plant.
Replace HVAC in Bldgs 2, 4, 5, 7, 50 & 54.
Site Major site improvements underway.
Provide additional off-site directional signs.
Steam Insulate portions of steam lines which are not adequately insulated.
Structural Approximately 60% of the bldgs do not meet the latest seismic code requirements.

Assessment Type Recommendations
Architectural Complete sprinklers & window replacement in Bldg 1 Main Hospital.
Add secure Pharmacy vault in Inpatient Pharmacy in Bldg 1.
Upgrade finishes at 3rd floor & 4 public restrooms in Bldg 1, 2 public restrooms in Bldg 1A & in all stairways of Bldg 1D. Increase size & upgrade finishes in Radiology waiting.
Replace roof on Bldg 1A & make spot repairs to roof on Bldg 1D.
Replace all Laundry equipment, Ultrasonic cleaners in Decontam SPD & 1 older X-ray unit.
Seal around South windows, repair seals in opaque panels & approx. 100 window blinds at Bldg 1D.
Repair cracks & refinish entry foyer at NHCU Bldg 10.
Electrical Upgrade fluorescent lighting with T8 lamps & electronic ballasts & LED exits.
Replace paralleled circuit breakers in generator control panel in Bldg 10 with a single 400 Amp breaker.
Repair lightning protection system on Bldg 1, center wing. Inspect & repair at Bldg 1D.
Provide ventilation for main electrical room in Ambulatory Care Addition.
Mechanical Replace central A/C & air cooled condensing unit in Ground floor Bldg 1A in next 2 years.
Provide central A/C in Director's office on 2nd floor to replace window units.
Replace air distribution systems, ducts, controls & balance air in Kitchen area, Bldg 10. Also provide new exhaust system.
Decide on new use for Bldg 1 & provide a new HVAC system to match that use.
Site Provide additional off-site directional signs.
Parking is deficient.
Transport Resolve/repair problems with wheelchair lift at North entry, Bldg 1D.
VAMC #7
Assessment Type Recommendations
Architectural Replace 3 Audiology booths in Bldg 1. Replace 3 R&F & 2 special procedure units in Radiology, Dental casework & 1 instrument washer in SPD in Bldg 200. Replace older Gamma camera in Nuclear Medicine, Bldg 203.
Upgrade most of Research Bldg 12 and 75% of Research casework on 3rd flr Bldg 6.
Seal around windows on SE side of Bldg 2. Patch interior at windows & numerous mech leaks at Bldgs 2, 1 & 5.
Replace 2/3 of windows in Bldgs 1, all windows in 5, 8, 12 & 25.

Reseal counter flashing at Bldg 1. Repair roof at Bldg 7.
Renovate Surgical suite Bldg 200, upgrade Cardiac Cath room in Bldg 203, upgrade all public restrooms in Bldg 1 & upgrade most nurse stations in Bldg 203.
Provide dock for canteen at Bldg 7.

Electrical Upgrade emergency power capacity to an additional 400Amps to meet critical & HVAC loads in Surgery. A 400 Amp ATS & 3 #350 MCM in underground conduit may be required.
Mechanical Replace cooling coils in AC-1, AC-4, AC-5 & AC-6, also add chilled water coil in Ventilation units nos 1 & 3 & balance air in Bldg 203. Also replace 6 ice making machines.
Replace dedicated 60-ton chiller in OR & 260 ton cooling tower at Bldg 200 within 2 years.
Replace 25 yr old 25,000 CFM AHU in penthouse which serves Radiology in Bldg 200.
Replace 50 yr old AHU in Bldg 1 which serves Audiology, Research & Labs.
Replace 50 yr old steam condensate recovery system because it is the only source of heating.
Site Provide additional off-site directional signs.
Parking is deficient.
Landscape plant materials are at maturity & will require progressive care over the next several years.
Steam Replace outside steam distribution systems.
