Temporary Lodging Program
Each VA Medical Center has been required to set up a Temporary Lodging
Program by VHA Information Letter, IL 10-96-028. This program, nicknamed
"Hoptel", is for outpatients and their family member(s) when medically
necessary or when travel distances are extreme. Some of the VA hospitals
in remote areas have had some sort of lodging program in place for many
years. But to most VA facilities, the various requirements for planning
hotel type space are very new.
To assist the Medical Centers in establishing or expanding their Hoptel
Programs, the Office of Facilities Management (FM) developed a user-
friendly booklet that includes necessary information for renovating
existing space or quarters buildings and for developing enhanced-use
space. This information was brought together with input from various
Medical Centers, Network Program Support (10NB), Primary and Ambulatory
Care Strategic Healthcare Group (112), private hotel chains, a private
furniture company and several services within FM.
FM's booklet includes suggested typical room layouts, life safety code
guidelines for hotel occupancy, furniture examples, space requirements
from a private hotel chain, and a write-up on the use of existing space
and quarters. Sample layouts are provided for a typical Georgian Colonial
"H" and a quarters type buildings. Sample site plans are also provided.
The booklet also contains detailed information on innovative enhanced-use
development possibilities. FM's Capital Asset Management Planning Service
(182C) discusses the use of public/private ventures to meet Temporary
Lodging needs.
