The predecessor agencies and organizations are as follows: The Veterans Pension Law was passed in 1789. The Bureau of War Risk Insurance, created in 1914 and the Rehabilitation Division of Federal Board for Vocational Education was created in 1917. In 1921 these two organizations merged to form the Veterans Bureau. The Bureau of pensions was established in 1833. The Artifical Limbs Program was created in 1862 and the National Home for Disabled Volunteer Soldiers was created in 1866. In 1930 these three groups merged with the Veterans Bureau to form the Veterans Administration. The National Cemetery System had been created in 1862 and in 1973 came under the Veterans Administration. In 1989 the organization became the Department of Veterans Affairs.
