On October 1, 2007, the Office of Academic Affiliations (OAA) was reorganized along discrete "service lines." The responsibilities of key personnel are briefly summarized below. Please use this as a general guide for determining appropriate points of contact.

Chief Academic Affiliations Officer: Provides executive leadership of the office; develops vision and strategies for the office; oversees relationships with VA's academic affiliates; promotes innovation and scholarship supporting VA education.

Malcolm Cox, MD


Deputy Chief Academic Affiliations Officer: Provides operational leadership of the office; promotes and coordinates policy development; oversees project design and implementation; manages external relationships of the office.

Karen M. Sanders, MD


Executive Assistant: Provides operational support to the Chief and Deputy Chief; manages and coordinates office workflow and budget; facilitates communication, both within the office and with other VA offices.

Robert S. Hinson, MA (Acting)


Special Assistant for Policy and Planning: Executes major national projects; synthesizes background and historical information that informs policy development; writes and updates key national policies; manages policy development process through concurrence and implementation; provides key staff support to the Blue Ribbon Panel on VA-Medical School Affiliations.

Gloria J. Holland, PhD


Director, VA Nursing Academy: Oversees undergraduate and graduate nursing education programs, including the new VA Nursing Academy and related scholarship programs; develops policy with respect to nursing trainees; serves as the major liaison to internal and external nursing education stakeholders.

Linda D. Johnson, PhD, RN


Director, Associated Health Education: Oversees all undergraduate and graduate associated health training programs other than nursing education; develops policy with respect to associated health trainees; serves as the major liaison to internal and external stakeholders in over 40 associated health disciplines.

Robert A. Zeiss, PhD
Dilpreet K. Singh MS MPA Acting Directors, alternating at two-month intervals, starting with Dr. Zeiss.


Director, Advanced Fellowships and Professional Development: Oversees VA's advanced ("special") fellowship programs in collaboration with other program offices; serves as the major liaison to external organizations with interests in leadership development, including the Robert Wood Johnson Foundation's Clinical Scholars Program; develops and oversees programs to support the continuing development of field educational leaders.

Stuart C. Gilman, MD MPH


Director, Medical and Dental Education: Oversees undergraduate and graduate medical and dental education, including physician and dental resident allocations and VA's GME Enhancement Initiative; develops policy with respect to medical and dental trainees; serves as the major liaison to internal and external medical and dental education stakeholders; coordinates administration and analysis of the Annual Report on Residency Training Program (ARRTP) and the Learners' Perception Survey (LPS).

Barbara K. Chang, MD MA


Director, Trainee Operations: Oversees the trainee stipend budget, maintaining control of stipend schedules, disbursement agreements, and field allocation procedures; responsible for developing and implementing trainee registration and verification procedures.

Evert H. Melander, MBA


Director, Data Management Center: Oversees information and data management functions in support of OAA service lines and field education offices, including survey development and data collection, database processing and management, trainee stipend allocation processes, trainee reporting requirements, and web content design and maintenance.
