C. Ford Heard III serves as the Associate Deputy Assistant Secretary for Procurement Policy, Systems and Oversight. Mr. Heard is responsible for developing, implementing, and managing VA acquisition policy. On a national level, he manages and oversees VA’s acquisition system, warranting of its acquisition work force, and analytical support for its procurement programs. Mr. Heard is a member of the United States Senior Executive Service. He also serves as the VA Deputy Senior Procurement Executive.
Mr. Heard was appointed as the first Executive Director, Center for Acquisition Innovation, in November 2007. He led a multi-million dollar procurement activity that supported VA and interagency programs, with offices located in Austin, Texas; Frederick, Maryland; and Washington, DC.
Mr. Heard is a second generation VA employee. His VA career spans 37 years. His background includes field experience at various VA health care facilities managing acquisition and logistics programs. He has held numerous positions of leadership in VA headquarters. He is also a graduate of Leadership VA and the Federal Executive Institute.
Mr. Heard holds a bachelor’s degree from Framingham State College, Framingham, Massachusetts.
