Purpose:  To notify Acquisition personnel of the change to the threshold for mandatory use of the VA’s Electronic Contract Management System (eCMS).  Effective immediately, all new procurement actions valued at $3,000 or more shall be accomplished within eCMS.  A policy letter is forthcoming however this guidance is mandatory.
