New PPM on Interagency Acquisitions (IAs)
Purpose: To inform the VA Acquisition Workforce of the rescission of Procurement Policy Memorandum (PPM) 2013-06, "Interagency Acquisitions (IAs), Guidance and Procedures" that was signed by the Deputy Assistant Secretary for Acquisition and Logistics on April 23, 2013. PPM 2013-06 is replaced by Procurement Policy Memorandum (PPM) 2013-06, “Interagency Acquisitions (IAs), Guidance and Procedures (Revised).” The updated PPM (attached) has been revised to increase oversight measures requested by the Office of the Inspector General of VA. Specifically, letter “j” under Section 5, “General Guidance” has been revised to read as follows:
“VA shall require the servicing agency under assisted acquisitions to provide financial reports and invoices that identify goods, services (not billed as labor), and hours worked by labor categories and tasks. These documents should indicate whether the employee is a Government or contract employee. These reconciled and certified invoices shall be deliverables under the IAs.”
The revised PPM has been signed by the Associate Deputy Assistant Secretary, Office of Policy, Systems and Oversight (003A2), Deputy Senior Procurement Executive (DSPE).
This memorandum also supersedes IL 001AL-09-04, Managing Interagency Acquisitions, dated March 23, 2009, and all supplementary agency guidance issued pertaining to interagency agreements.

Background: This PPM outlines changes to FAR Subpart 17.5, Interagency Acquisitions. An interim rule was published in the Federal Register on December 13, 2010 to ensure that the benefits of interagency acquisitions are consistently achieved. As a result of public comments, changes were made to the interim rule to make it clear that FAR Subpart 17.5 applies to interagency acquisitions when an agency needing supplies or services obtains them using another agency’s contract; or when one agency uses another agency to provide acquisition assistance, such as awarding and administering a contract, a task order, or delivery order.
Action Required: Effective immediately, contracting officers shall comply with the guidance and procedures outlined in VA PPM 2013-06 (Revised) when entering into any interagency acquisitions.
