Electronic Product Environmental Assessment Tool (EPEAT®) Purchaser Award

Purpose:  To inform the Department of Veterans Affairs (VA) acquisition workforce of VA’s receipt of a 2015 EPEAT® Purchaser Award, with the highest ranking of three stars, for excellence in the procurement of environmentally preferable electronics.

Date:  May 12, 2015

Federal Acquisition Regulation (FAR) Parts Impacted:  FAR Subpart 23.7, Contracting for Environmentally Preferable Products and Services, and FAR Subpart 52.2, Text of Provisions and Clauses

Executive Order (EO) Drivers:  EO 13693, Planning for Federal Sustainability in the Next Decade.

Background:  EPEAT® (Electronic Product Environmental Assessment Tool) is a comprehensive rating system that helps purchasers in the public and private sectors evaluate, compare, and select personal computers/displays, imaging equipment, and televisions based on their environmental and energy attributes.  The EPEAT® Purchaser Awards is a brand-new awards program sponsored by the Green Electronics Council (GEC), a non-profit organization which administers the EPEAT® product registry.  VA earned the award with the highest ranking of three stars, having demonstrated procurement during fiscal year (FY) 2014 in each of the three product categories covered by EPEAT® standards: Personal Computers/Displays, Imaging Equipment, and Televisions.  Award criteria also included having an organizational purchasing policy for environmentally preferable electronics, as well as contract language requiring products to meet EPEAT® standards.  VA received the EPEAT® Purchaser Award on April 22, 2015, at an event hosted by the Department of Energy in celebration of Earth Day.

GEC estimates that, over their lifetime, the EPEAT®-registered electronics purchased by VA during FY 2014 will result in environmental impact reductions and energy cost savings, including:

  • 4,236,874 kWh of electricity, enough to power 332 U.S. households for one year;
  • 48,945 kg of solid waste, equal to the annual solid waste generated by 26 U.S. households;
  • 1,495,803 kg of primary materials, equal to the weight of 41 tractor-trailer 18-wheelers;
  • 66,178 kg of hazardous waste, equivalent to the weight of 538 refrigerators;
  • 731,455 kg of CO2, equivalent to removing 526 average U.S. passenger cars from the road for a year;
  • 2,900 metric tons of air emissions;
  • 6.4 metric tons of water emissions;
  • $431,774 in energy cost savings.
