Beginning October 1, 2011, the Office of Acquisition, Logistics, and Construction (OALC) is implementing its reorganization as part of the Secretary’s initiative to transform VA’s acquisition and facilities management activities.  The reorganization includes establishment of the new Office of Acquisition Operations (OAO) which will focus on operational aspects of the acquisition process, including planning, procurement, management, and close out.

OALC has also made service-delivery focused changes in the Office of Acquisition and Logistics (OAL) and the Office of Construction and Facilities Management (CFM) to more clearly define each of our lines of business.  Each of these changes was made to ensure that OALC carries out its philosophy of becoming your “trusted business partner.”

The reorganization is designed to strengthen VA’s mission-critical functions and allow OALC to excel in contracting, logistics, facilities management, major construction, and leasing throughout the 21st century by enhancing customer service, increasing responsiveness, and modifying our organizational structure to better suit customer needs.

On Monday, November 14, 2011, the Office of Acquisition, Logistics, and Construction is changing its mail routing symbol from 001ALC to 003.  In support the Secretary’s initiative to transform acquisition and facilities management in VA, the Office of Acquisition, Logistics, and Construction (OALC) is implementing its most significant reorganization efforts to date.

An updated organizational chart is now available.  Major subordinate office routing symbols will correspond for the following offices:  the Office of Acquisition and Logistics = 003A; the newly created Office of Acquisition Operations (OAO) = 003B; and the Office of Construction and Facilities Management = 003C.  Download the OALC conversion chart to aid in the identification of and assignment to subordinate offices and division using new routing symbols.

Who We Are

The Office of Acquisition, Logistics, and Construction (OALC) is a multifunctional organization responsible for directing the acquisition, logistics, construction, and leasing functions within the Department of Veterans Affairs.  The Executive Director, OALC, is also the Chief Acquisition Officer (CAO) for the Department.

OALC has two fundamental roles.  First, it has an operational role to provide acquisition, logistics, construction, and leasing support to the Department’s administrations and staff offices so they can accomplish their missions.  Second, it has oversight responsibility on behalf of the Secretary to ensure VA complies with laws, policies, and directions from executive branch partners, such as the Office of Management and Budget, Department of Treasury, General Services Administration, Government Accountability Office, and Congress.

OALC provides direct operational support to the Department’s administrations and staff offices through its three major organizational components:

Office of Acquisition and Logistics LogoOAL is responsible for developing and assessing compliance with procurement policy and overseeing procurement internal control and risk management functions; developing logistics policy intended to optimize supply chain management functions including order fulfillment and spend management strategies; developing broad acquisition policy and procedures to assist program and project managers; and to ensure the integration and synchronization of critical program management functions.  OAL provides comprehensive acquisition support for national health services and supply contracts, and establishes national level strategic sourcing contracts for healthcare services and products.  OAL is also responsible for the Department of Veterans Affairs (VA) acquisition workforce professional development and operation of the VA Acquisition Academy, to ensure the availability of a well-qualified and certified VA acquisition workforce throughout the Department.

OAO provides comprehensive operational and strategic acquisition support for VA’s highly complex acquisition requirements.  OAO manages the activities of the Strategic Acquisition Center (SAC) and Technology Acquisition Center (TAC).  OAO directs acquisition, contracting, and contract administration for VA staff offices, as well as other government agencies.

Office of Construction and Facilities Management

Construction and Facilities Management LogoCFM is responsible for the planning, design, and construction of all major construction projects greater than $10 million.  In addition, CFM acquires real property for use by VA elements through the purchase of land and buildings, as well as long-term lease acquisitions.  Through the construction and real property programs, CFM delivers to Veterans, high quality buildings, additions, large scale renovations, and structural enhancements.  CFM also manages facility sustainability, seismic corrections, physical security, and historic preservation of VA’s facilities.
