Management Quality Assurance Service (MQAS)
In February 2004 the Secretary established the Office of Business Oversight (OBO) to realign and consolidate existing review organizations and to more clearly separate policy development from policy oversight. OBO reports directly to the Assistant Secretary for Management, and as part of OBO, MQAS has oversight responsibility, under the purview of the Assistant Secretary for Management, to ensure VA complies with laws, policies, and directions from external organizations such as Office of Management and Budget, Treasury, General Services Administration, Government Accountability Office, and Congress.
The creation of MQAS consolidated the quality assurance oversight role for the financial, capital asset management, contracting, logistics, and inventory operations that once existed across the Department. Consolidating these oversight activities ensures standardization of review processes and business activities in the field. It also creates efficiencies across organizational lines, reduces review cycles, ensures consistent application of policy, procedures, and regulations, and increases independence of oversight activities. MQAS ensures VA agencies comply with the standards identified in applicable financial, acquisition, logistics, and capital asset management legislation.
MQAS supports the Office of Management’s mission to promote public confidence through oversight of VA business activities, and we acknowledge that good government requires oversight of these operations to ensure public policies are faithfully executed. Through good stewardship, MQAS promotes public confidence by conducting public business in a responsible way.
MQAS is the VA Chief Financial Officer's primary quality assurance organization. Our Department-level alignment promotes the "One VA" concept and means that our clients exist throughout VA. We are a service organization dedicated to improving the quality of financial information, systems, management, and performance. We have a staff of professionals with a broad range of experience and education, and this allows us to create diverse teams with skills tailored to the unique needs of each project
