MQAS Benefits Financial Assurance Division (BFAD)

BFAD supports Department of Veterans Affairs (VA) and Veterans Benefits Administration (VBA) chief financial officers by providing a variety of reviews and special projects designed to evaluate and improve financial management operations and evaluate whether financial information is complete, reliable, timely, consistent, and responsive to the needs of the Department and the veteran.BFAD provides financial oversight for VBA financial operations by:

• Performing compliance reviews to ensure field compliance with applicable guidance and regulations and to identify potential improper payments.

• Researching Federal financial trends and keeping abreast of current technologies in order to provide VBA management the expertise, tools, and techniques needed to improve Department financial operations, policies, and procedures.

• Coordinating with VBA management to synergize review efforts for maximum value-added effect and, when appropriate, to perform joint projects.

• Identifying, tracking, and communicating best practices employed in the field to VBA management and other MQAS divisions.

• Sharing in-house VBA and financial management expertise with other MQAS divisions.

Financial Management Review Team

At VBA Regional Offices and other locations, BFAD evaluates management and oversight of existing financial management operations and identifies areas requiring improvement, providing specific recommendations as needed.  The areas reviewed include Office of the Chief; Accounting Operations; Agent Cashier; Employee Accounts; Voucher Audit; and Vocational Rehabilitation & Employment.

Compensation and Pension (C&P) Review Team

At VBA Regional Offices and other locations, BFAD provides an assessment of whether (1) veteran file documentation supports C&P eligibility and payments, (2) C&P payment calculations are accurate and complete, and (3) management and controls are generally effective in detecting and preventing potential improper C&P payments.
