MQAS Capital Asset Management, Acquisition, and Logistics (CAMAL) Division
CAMAL Division supports Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA) chief financial officers (CFOs) and capital asset, procurement, and logistics managers by providing a variety of reviews and advisory services designed to evaluate and improve Department capital asset, acquisition, and logistics management operations. These efforts ensure management operations are performed in accordance with legislative requirements and provide information that is complete, reliable, timely, consistent, and responsive to the needs of the Department and the veteran.
CAMAL Division is divided into three main focus areas: Capital Asset Management, Acquisition, and Logistics. Based on an annual risk assessment and random sampling of each focus area, CAMAL Division reviews the capital asset management, acquisition, and logistics operations at VA business offices and selected medical facilities and regional offices.
For its reviews, CAMAL Division:

Provides assurance that capital assets are procured appropriately, properly accounted for, safeguarded, maintained, and disposed.

Reviews department capital asset programs including major construction, minor construction, non-recurring maintenance, enhanced use leasing, and energy conservation.

Reviews integrity of data in the Capital Asset Inventory (CAI) Database and the Capital Asset Management System (CAMS).

Reviews VHA facility acquisition operations to verify compliance with governing contracting regulations and to ensure development of sound statements of work, strict contract administration, and sound business practices and concepts are incorporated in solicitation documents.

Provides advisory services in acquisition planning and market research to facilitate full and open competition.

Provides assurance that VA services, supplies, and equipment are procured appropriately, economically, and timely, and that outdated supplies and overstocked conditions are identified and corrected.

Provides assurance that VA medical facilities properly receive, store, and distribute medical supplies and adhere to VA policy.

Ensures opportunities to improve operational efficiency identified during reviews are reported to management, along with recommendations for possible changes in processes, workflow, and use of resources.

Reviews the integrity of VA's acquisition program by reviewing major national contract actions.

Shares in-house capital asset management, acquisition, logistics, and financial management expertise with other MQAS divisions.

Identifies, tracks, and communicates best practices employed in the field to administration CFOs, Office of Acquisition and Materiél Management managers, and other MQAS divisions.
Capital Asset Management Review Team
The capital asset management review team provides assurance that VA’s capital asset management processes and methodologies for effectively managing assets provide a safe and appropriate environment for the delivery of cost-effective benefits to veterans. The team also provides assurance that the Department manages its assets to maximize resources, safeguard assets, and fully explore investment opportunities. The team concentrates on reviewing the effectiveness of the lifecycle management of capital assets in achieving VA’s capital portfolio goals. Accordingly, the team reviews the progression of assets through their lifecycle from formulation to disposal. To this end, the team reviews compliance with department, administration, and local policies and procedures designed to achieve efficient and effective capital asset management. Additionally, the team reviews the integrity of data used to report its progress in meeting VA portfolio goals and Federal Real Property Council metrics.
Acquisition Review Team
This team concentrates on ensuring contracts are awarded and administered in accordance with governing acquisition regulations and meet the service, supply, and equipment needs of VA medical facilities. The team also aids in ensuring the propriety of medical facilities use of capital leases, sharing agreements, enhanced use leases, enhanced sharing agreements, research grants, and research technology transfer agreements.
Logistics Review Team
This team concentrates on ensuring medical facility material management, warehousing, and Supply, Processing and Distribution functions are performed efficiently, economically, and in accordance with legislative and executive requirements.
