NOTE: On April 15, 2002, the Office of Human Resources Management instituted a new System of HR Directives and Handbooks. These replaced the entire MP-5, Part I and II chapters, all related Administration (VHA/VBA/NCA) policy supplements, circulars, and interim issuances. Just a few directives/handbooks remained in effect (i.e. Drugfree Workplace, OWPC, ADR).

For historical puposes only the obsolete MP-5, Part I and Part II, are still available within the archives.
