Summary: We substantiated that a XXXXX worked as a fulltime XXXXX and performed only title 5 duties that did not require the knowledge, skills and abilities of a title 38 health care professional for almost 2 years, resulting in XXXXX receiving $28,613.80 in special pay supplementation for which XXXXX was not entitled. We also found that Ms. Kathleen R. Fogarty, Director of the Veterans Health Care System of the Ozarks, as well as other Medical Center officials, failed to take appropriate action to discontinue the title 38 special pay for the XXXXX that performed fulltime in a title 5 capacity.
