Summary: We substantiated that Dr. Rayshad Holmes, Director of Human Resource Development, Veterans Health Administration, Workforce Management & Consulting Office, engaged in prohibited personnel practices when he twice gave preference in hiring to XXXXX, VHA WMCO. We also found that XXXXX, improperly accepted gifts from prohibited sources when XXXXX solicited and accepted XXXXX reward points; failed to testify honestly about receiving the points; misused XXXXX official time, position, and VA-owned equipment to conduct personal business and to conduct business for XXXXX privately-owned company.
