Administrative Investigation - Use of Government Resources, Conduct, and Travel Issues, Connecticut Health Care System and Central Plains Veterans Integrated Service Network

We substantiated that Mr. Vincent W. Ng, Director of the Central Plains Veterans Integrated Service Network, misused a Government vehicle to regularly commute from his residence to work. His actions constituted an unauthorized use of Government property, and he personally and improperly benefited. We also substantiated that his Chief Financial Officer disregarded the laws and regulations pertaining to the use of Government vehicles, thereby allowing Mr. Ng to use the Government property for an unauthorized purpose.
