Introduction
The following documents relate to VA One-VA Enterprise Architecture planning.
EA Program Management Plan
This document establishes the One-VA Enterprise Architecture (EA) Program Management Plan (PMP). VA is approaching Enterprise Architecture as a continuous improvement process. This document defines the processes and approach that allow for the integration of Enterprise Architecture processes, Capital Planning and Budgeting processes, and Project Management Oversight processes of the VA. The One-VA EA Program Management Plan serves as the mechanism for formalizing the execution of the One-VA EA Program as a continuous improvement process, and as such, many of the processes established by this plan will repeat on a regular update cycle. This plan will also establish the One-VA EA compliance and enforcement processes and procedures.

EA Communication and Training Plan
The purpose of the EA Communication and Training Plan is to describe framework for communicating VA Enterprise Architecture to stakeholders and to record the accomplishments of stakeholder engagements.
In EA 4.2, EAS established dialogues with stakeholders and collaboratively developed products that are useful in the mission to support the Veteran. New products, services, and guidance reflect the needs of the user. This approach has been effective because the stakeholders see these tools as helping their mission.
Some of the projects EAS has engaged for EA 4.2 are:
- IPv6 PMO
- Model Health Administration Center Programs
- Cyber Security Architecture
- Identity Management PMO
- VBA Application Replacement Project
- “FLITE” FMS Replacement Project
In addition to producing useful products and providing guidance, these engagements also have been instrumental in building out the Segment Architecture in:
- The Identity Management Services Segment
- The Benefits Business Segment
- Financial Services Segment
- Information Technology Services Segment

EA Segment Architecture Handbooks
The following handbooks describe the segment architecture of specific VA projects.
VA segment architectures focus on a particular segment of the VA. The segment architecture must provide a solution for requirements within the selected segment and must also meet requirements of the overarching Enterprise Architecture.
One-VA Identity Management Segment Architecture Handbook
This document is a product of the Office of Enterprise Architecture Management (OEAM). The purpose of this document is to clarify and articulate the definition of the department of Veterans Affairs enterprise identity-management segment architecture, explain the basic concepts of identity management as they related to the Department of Veteran Affairs (VA) and to discuss how existing initiatives within the VA align to these concepts. This document is not intended to reflect a final decision, but to provide a starting point for VA in terms of a high-level approach for reaching a more detailed definition of the requirements and an enterprise-wide identity management strategy for further project efforts. This handbook will:
- Describe Enterprise identity management components and features
- Establish a common vocabulary and semantics for identity and access management
- Identify services related to enterprise identity management
- Discuss current enterprise identity management related initiatives within VA
- Recommend a high-level approach to enterprise identity management within VA
