Gap, Redundancy, Reuse Analysis

The Gap Analysis within the Context of the Target Architecture

The earlier Target Architecture Strategy section introduced a vision of the desired Target Architecture End-State, at a five to seven year planning horizon.  Following that, the Segment Architecture Development Section introduced VA’s strategy for implementing business improvements and IT systems within a series of discrete segment architectures. Each of these segment architectures either optimizes resource sharing among a group of highly related business lines or defines a group of related sharable services for use across the enterprise.  The subsequent Target Architecture Transition Plan identified actions that the Office of Enterprise Architecture Management is taking to implement both the planned segment architectures and related IT investments which will result in achieving the desired target end-state.  This Gap, Redundancy, and Reuse sections identify what additional investments (and adjustments to investments) are required, within the forthcoming BY-2009 Portfolio to move VA toward achieving the target architecture end-state. 

Identification of Implementation Gaps and Reuse Opportunities

This Target Reuse, Redundancy and Gap Analysis section considers each of the ongoing projects within the current portfolio from the standpoint of sufficiency and completeness.  Wherever the Target Vision calls for a development activity that is not identified within a current project, a project-placeholder entry is provided.  Each project-placeholder entry is then discussed as a potential, new project within the following EA Portfolio Recommendations section, in order to bring the matter to the attention of VA's business-line stakeholders.  Project-Placeholder entries appear in Bold-Italic Typeface within the table.

Projects and project-placeholders are organized within the five target architecture layers and they reference their related segment architectures in the tables below.  The gap and reuse analysis proceeds as follows:

  • When a project is found to be incomplete a "gap" is identified and the omission is cited in the "Identify Potential Gap" column of the table;
  • When a project can possibly reuse existing sharable components or sharable data, or when the project is understood to provide sharable components or sharable data, for reuse in other projects, then those factors are documented in the "Identify Potential for Reuse" column of the table;
  • When there is a possibility to combine two projects or to subsume one project with another, because of duplication of effort, then that factor is noted within the "Duplication-Consolidation" column of the table.
  • When an entire project is missing, which would be required to complete the target end-state vision, then that unsatisfied requirement is identified in Bold-Italic-Typeface on a “missing-project-placeholder” line within the table;
  • Possible future IT requirements (which may be business-line pilot activities without specific IT requirements at present) are cited in the table and shown in Italic-Italic-Typeface, and are labeled "Possible Future-Requirement".

Gap/Reuse Identification Summary

This discussion summarizes the Gap (or, “missing-project-placeholder”) projects described above.  Each of these gap-requirements is described in detail within the following EA Portfolio Recommendations Section, which will be used to recommend new initiatives to the CIO, for the forthcoming BY-2009 budget cycle.

Gap-Issues Resolved in the BY-2008 Portfolio

Several gaps identified in the BY-2007 portfolio that were noted in EA V4.1 were then mitigated by the creation of new projects in the By-2008 portfolio (submitted in September 2006), they are:

  1. The DoD-DIMHRS Integration requirement was identified in EA V4.1 (February 2006) -- this requirement has been incorporated as an unfunded optional task within the VBA/VAMP budget request.
  2. The requirement to integrate the veteran identity data source (created in the Registration-Eligibility project) with existing legacy VBA benefit applications -- has been addressed in the funded base-task within the new VBA/VAMP budget request.

New Gap Issues Identified within the BY-2008 Portfolio

Several new gaps (missing projects) that have developed since publication of EA V4.1 (in February 2006) these gaps are principally the result of budget cuts that occurred within the BY-2007 Pass-Back process; they are:

  1. Reinstitute the VHA Fee-Basis Replacement project that was dropped due to funding constraints in BY-2007.
  2. Reinstitute the VHA DSS Replacement project that was dropped due to funding constraints in BY-2007.

Unresolved Gaps Remaining from the BY-2007 Portfolio

The following gaps (or missing projects), which were identified in EA V4.1, remain unresolved:

  1. VA e-Records Management Standardization Pilot
  2. Shared Financial Management and Logistics data Store Initiative
  3. Shared Asset management & Facility management Data Initiative
  4. CAN/MAN Network Standardization Initiative
  5. LAN Network Standardization Initiative
  6. VA-wide RFID-Tagging standardization Exploitation Initiative
  7. VA-wide Wireless networking standard

These requirements will be described in the following EA Portfolio Recommendations section.
