Office of Interagency Collaboration and Integration
The Office of Interagency Collaboration (OICI) is responsible for facilitating the development of joint policies and programs between VA and the Executive branch of government. The Office provides oversight for the implementation of interagency programs and policies as they relate to activities of the Joint Executive Council (JEC), and coordinates VA-Interagency activities.
Prior to 2013, OICI was known as VA's Office of VA/DoD Collaboration, with a focus on the planning and implementation of programs requiring coordination between the VA and the Department of Defense. To facilitate VA’s relationship with other government agencies, the VA/DoD Collaboration office became the Office of Interagency Collaboration and Integration to reflect the office’s responsibility to interface with other agencies and to assist the Department in producing better outcomes in health care and benefit service delivery for Veterans.
Joint VA-DoD programs such as the development and implementation of the VA-DoD Virtual Lifetime Electronic Record (VLER), the VA-DoD integrated Electronic Health Record (iEHR), and the administration of the VA-D0D Integrated Disability Evaluation System (IDES) are high priority items, as well as programs involving coordination with other government agencies such as the Department of Health and Human Services (Veterans Healthcare), the Department of Housing and Urban Development (Veterans Homelessness) and the Department of Laror (Veterans Employment).
OICI coordinates VA responses to external requirements, synchronizes VA's efforts in preparing for quarterly meetings between the Secretary of Veterans Affairs and the Secretary of Defense, and provides a VA-wide perspective in all VA-Interagency collaboration activities and initiatives. In coordination with departments of the Executive branch, OICI also develops, coordinates, and publishes the VA/DoD Joint Strategic Plan (JSP) and the JEC VA/DoD Annual Report to Congress. The Office also serves as the Program Office for VA's participation in the Integrated Disability Evaluation System (IDES).

The Office of Policy and Planning serves as the principal advisor to VA leaders on all matters of policy and organizational strategy. We serve Veterans by providing VA decision makers with the advice, counsel, and support necessary to fulfill the VA mission and to maximize Veteran satisfaction.
