An organization's strategic management framework is the process by which its leaders define a strategy and set the course for long-term improvements. At VA, this is an essential process for transitioning into a high-performing 21st century organization. The Office of Policy and Planning oversees VA's strategic management process. This takes place in a continuous cycle. Data reveal the performance results of past actions and the demographics behind new or future realities. These insights lead to new strategies and objectives, which drive operational planning and resource allocation. Effective program execution drives results. New results lead to new data.

VA's employment of a continuous strategic management model has reinforced data-driven decision making through the incorporation of a robust program analysis, evaluation, and resource allocation capability that more effectively aligns the Department's activities with its stated objectives. The integrated model drives VA to achieve its mission to serve Veterans with efficiency, accountability and effectiveness.
