Mr. Tchoujan is the Director of Acquisition Support, a Directorate under the Office of Small and Disadvantaged Business Utilization (OSDBU) and Mr. Tchoujan reports directly to Mr. Tom Leney, Executive Director of OSDBU. Mr. Tchoujan assumed this position in March 2013 and is responsible for supporting the Department’s strategic plan by contributing to the socioeconomic well-being of the Nation through increased acquisition opportunities for small businesses in general and Veteran-Owned Small Businesses in particular. Mr. Tchoujan is responsible for the day-to-day operations of the OSDBU’s small business programs by directly assisting the Executive Director of OSDBU with planning, developing, executing and perfecting programs and policies that maximize opportunities for small businesses and Veteran entrepreneurs in VA acquisitions.
Mr. Tchoujan has organized, created, and implemented numerous Federal government large national contracts. He also developed and implemented a procurement strategy planning for major procurement actions. Mr. Tchoujan was a Small Business Specialist at the VA OSDBU. At the Veterans Health Administration (VHA-VISN 5), Mr. Tchoujan served as a Contracting Officer. At the U.S. Treasury-Bureau of Engraving and Printing (BEP), Mr. Tchoujan served as a Lead Contracting Officer. Mr. Tchoujan was the Lead Contracting Officer at the Veterans Benefits Administration (VBA) where he served as Operational Assistant and Advisor on Acquisitions related matters to the Under Secretary for Benefits and to the Associate Deputy Under Secretary for Management/Head of Contracting Activity (HCA). Mr. Tchoujan was responsible for training and supporting 57 Regional Offices on acquisition tools and set up the VBA Office of Acquisition.
Mr. Tchoujan has maintained excellent skills and certifications in the professional contract specialist field. He holds a FAC-C Level III, a FAC-PPM Senior Level and a Master Certificate in Contracting. Mr. Tchoujan holds two MA in Economics and completed four years of study toward a Ph.D. in economics at American University.
Mr. Tchoujan received three National Awards from the VA Secretary, the VA Deputy Secretary and the OSDBU Executive Director for helping VA achieving and exceeding its socioeconomic goals.
Mr. Tchoujan served in the U.S. Army (4th ID, 3RD ACR, 82ND Airborne and the 571ST MEDEVAC. Mr. Tchoujan was medically discharged and retired in 2006. He is a disabled-Veteran with two tours of duty to Iraq (OIF 1 & 3).
