Mr. Moreland: Hi, I am Mike Moreland, Director of the VA Pittsburgh Healthcare System. Mr. Moreland: I am pleased to announce that the VA Pittsburgh has obligated over $50 million dollars in construction in support of our $200 million, 5 Year major construction campaign. Mr. Moreland: The first major phase of this construction campaign will be to build a 1,500 space parking garage at our University Drive Division in Oakland. Mr. Moreland: The contract for our parking garage has been awarded and the contractor is preparing to begin work in November 2005. Mr. Moreland: While this is an exciting time for VAPHS, it will present many challenges over the next couple years. Mr. Moreland: The construction at our University Drive campus will cause temporary displacement of nearly 700 employee parking spaces, generally affecting employees who work during administrative hours. Mr. Moreland: The change in parking will be effective November 14, 2005 with construction to begin shortly after this date and last approximately 2 years. Mr. Moreland: VA Pittsburgh staff have been almost uniquely fortunate in the Oakland area to have ready access to free parking. Mr. Moreland: It is my intent to work very hard to maintain that optional benefit for employees. Mr. Moreland: As such, VA Pittsburgh sought and received very rare approval to lease off-site parking and shuttle services for our employees during the construction of the new parking garage. Mr. Moreland: Additionally, due to the funding process that we were able to access for our construction, it is our intent that employees will not have to pay for parking in the new garage. Mr. Moreland: Again, VA Pittsburgh is working diligently to maintain the competitive advantage we have in recruiting high quality staff by offering an optional benefit that few in Oakland have, free parking. Mr. Moreland: During the garage construction, approximately 350 staff parking spaces will be available between University Drive Division Lot 7 and the University of Pittsburgh's OC parking lot. Mr. Moreland: Service Line Vice Presidents have identified the employees who will be provided on-site parking during administrative shifts and supervisors will be communicating that to staff shortly. Mr. Moreland: New parking cards will be issued to employees parking onsite and the cards will be specific to assigned parking locations. Mr. Moreland: Further information about the parking registration process will be provided to all staff in the near future. Mr. Moreland: Employees who work non-administrative tours (second or third shift, weekend tours of duty and holidays) will continue to park on-site in Lot 7 and in the Main Circle. Mr. Moreland: All Veterans arriving for care will continue to park in the Main Circle Lot and use Lot 7 for overflow, when necessary. Mr. Moreland: Parking will be provided to VAPHS staff displaced from the University Drive Division at the Mellon Arena. Mr. Moreland: Access to the Mellon Arena lot will be granted by displaying the traditional rear view mirror parking hang tag issued by VA Police. Mr. Moreland: Shuttle service to and from the Mellon Arena parking lot and University Drive Division will be provided Monday-Friday from 4:30 am - 9:00 pm (excluding Federal holidays). Mr. Moreland: Shuttles will operate every 15 minutes throughout the day. Mr. Moreland: When employees who park at Mellon Arena are required to work beyond the contract shuttle times, VAPHS will provide transportation to the lot. Mr. Moreland: Employees may also park in other pay lots at their own discretion and expense; however, VAPHS cannot assume those costs or provide transportation services from other locations. Mr. Moreland: When completed, this project will provide patients and employees of the VAPHS with 1,500 covered on-site parking spaces attached to the medical center that will be available at no cost. Mr. Moreland: I join all of you in looking forward to the completion of the long awaited parking garage that will greatly improve access to the University Drive Division.
